Canada Post presents a framework proposal to the union in an effort to resolve the ongoing strike.

Strike Enters its Third Week, Impacting Holiday Season

The ongoing strike by postal workers has entered its third week, and despite the efforts of mediators and government officials, a resolution remains elusive. However, Canada Post has presented a framework for negotiations with the union representing the striking workers, in an attempt to bring an end to the labour dispute.

Canada Post’s Framework Proposal

According to a statement issued by Canada Post on Sunday, the corporation has presented the Canadian Union of Postal Workers (CUPW) with a framework for reaching negotiated agreements. The proposal includes measures aimed at increasing flexibility in Canada Post’s delivery model and demonstrates "movement on other key issues" in the dispute.

Union Reviewing Framework Documents

The CUPW stated that its negotiators are reviewing the framework documents, acknowledging that both sides have adjusted their demands in an attempt to restart talks. However, the union also expressed skepticism about the framework, noting that it does not appear to take into account Labour Minister Steven MacKinnon’s comments regarding the need for a "ratifiable" agreement.

Labour Minister Reminds Parties of Their Responsibilities

In a Twitter post on Sunday, Minister MacKinnon reminded both parties that they have a duty and responsibility to resolve their differences in a dispute affecting many Canadians. He stated that mediation would only resume if the special mediator has clear evidence that both sides have sufficiently modified their positions.

Canada Post’s Commitment to Negotiations

Canada Post acknowledged the impact of the strike on its employees and customers, reiterating its commitment to negotiating new collective agreements that will provide certainty for all parties involved. The corporation declined to provide further details on the framework outside of negotiations, aiming to facilitate talks.

Union Chastises Canada Post for Media Bargaining

The CUPW issued a separate statement late Sunday, criticizing Canada Post for bargaining in the media before the union had an opportunity to review and analyze the new documents. The union characterized the documents as adjustments to Canada Post’s demands rather than offers, highlighting the need for direct negotiations.

Unfair Labour Practice Complaint Filed

In response to the layoffs of striking employees, the CUPW filed an unfair labour practice complaint with the Canada Industrial Relations Board. The union alleged that the layoffs are an "intimidation tactic" violating the Canada Labour Code. No details have been provided on the extent of the layoffs, which Canada Post has stated are temporary.

Business Groups Urge Ottawa to Intervene

As the strike continues to impact businesses and communities across Canada, various business groups have urged the federal government to intervene in the dispute. The situation remains fluid, with no clear resolution in sight.
